What is the Special Enrollment Examination (SEE)?
The Special Enrollment Examination (SEE) is a three-part licensing exam administered on behalf of the Internal Revenue Service (IRS). Passing all three parts of the SEE and meeting the IRS suitability requirements allows you to become an Enrolled Agent (EA), the highest credential awarded by the IRS. Enrolled Agents are authorized to represent taxpayers before the IRS on audits, collections, appeals, and other federal tax matters.
How hard is the Special Enrollment Examination (SEE)?
The SEE is considered challenging because it tests both your knowledge of federal tax law and your ability to apply that knowledge to real-world situations. Rather than simply memorizing facts, you'll need to analyze taxpayer scenarios, interpret IRS rules, and determine the best course of action. How many parts are on the Special Enrollment Examination?
The SEE consists of three separate examinations:
Part 1 – Individuals

Part 2 – Businesses

What is the passing score for the Special Enrollment Examination?
The scoring methodology was determined by the IRS following a scoring study. A panel of subject matter experts composed of Enrolled Agents and IRS representatives established a passing score for a candidate who meets the minimum qualifications to be an Enrolled Agent. The scaled passing score is 500.
What is a scaled score system? How can I determine my score? (reviewed March 12, 2026)
Scaled scores are determined by calculating the number of questions answered correctly and converting it to a scale that ranges from 200 to 800. The IRS has set the scaled passing score at 500. Failing candidates are provided with a scaled score value so that they may see how close they are to being successful. Candidates that receive a scaled score of 495 are very close to passing. Candidates with a scaled score of 245 are far from being successful. You will also receive diagnostic information to assist you with future examination preparation.
If you pass, the score report will show a passing designation. It will not show a score. All score values above passing indicate that a candidate is qualified — not how qualified. You will also receive diagnostic information which may indicate areas of weakness in your performance where you may need continuing education.
How long does it take to become an Enrolled Agent?
The timeline varies depending on your study schedule and how quickly you complete the three exam parts. Many candidates complete the SEE within six to twelve months, although motivated students may finish more quickly. After passing all three parts and completing the IRS suitability review, you can apply to become an Enrolled Agent.

How many questions are on each part of the SEE?
Each part of the Special Enrollment Examination contains 100 multiple-choice questions. Of those, 85 questions are scored, while 15 are experimental (pretest) questions that do not count toward your score. The pretest questions are mixed throughout the exam and are not identified.
How long do I have to pass all three parts of the SEE?
After passing your first part of the SEE, you generally have two years to pass the remaining two parts. If all three parts are not successfully completed within that time, the earliest passing score expires, and that part must be retaken.
